The midfielder had returned to the Bulldogs earlier this summer having played for Bermerton Heath Harlequins in England last season.
Hutchinson has caught the eye of Haverfordwest and the Bulldogs were keen to allow him the opportunity to play at the highest standard in the country.
Club Chairman Ceri Jones, said: “Ton Pentre AFC would like to put on record our good wishes to Liam as he embarks on a new challenge with Welsh Premier outfit Haverfordwest County.
“As a local lad, he has served with distinction his local club and his commitment to the Bulldogs has been exemplary.
“Whilst we would like to retain Liam’s services here at Ynys Park, we must recognise that this is a fantastic opportunity for one of our brightest young talents to play at the highest level of domestic football in Wales.
“Liam’s progress is also a strong signal that current and future players here at Ton Pentre will have a great opportunity to develop their careers at one of the Welsh League’s greatest football clubs under the stewardship of our outstanding manager and multiple Welsh Premier championship winner, Lee Phillips.
“We will watch Liam’s progress with interest and wish him good luck.”
Haverfordwest Manager Wayne Jones is delighted to have made this signing as Liam has skill to supplement his obvious physical strength.
